How to turn off continuous contact uploading on Facebook?

Then tap next to Continuous Contacts Upload to turn this setting on or off. Similar settings are available for iPhone, iPad, And Android apps.
Can I use Facebook without uploading contacts?

You will be able to use Facebook without uploading contacts, and you can add friends manually.
